My thoughts on this are that you really need to learn to go into the afterlife via Bruce's methods and find out the answer for yourself. After all, that is what this board is about. I'm not trying to be (I keep getting the word cheeky from guidance), just suggesting this.

There are so many possibilities. He could have been repaying karma. He could be stuck in the lower planes (focus 23). He could be in a BST (belief system territory) with others who like to chop off heads. He could have advanced spiritually and be in the highest realms. He could have reincarnated.  It's all conjecture unless someone goes to find him.

It was probably a matter of how long it took him to admit that he made some big mistakes when it came to how he used his consciousness while incarnated as Henry the VIII, and when he became willing to make some changes. Regarding the people he hurt he would've felt indepted to them; however, probably found that some of his victims were much wiser and loving than him and crossed over to a very happy spirit realm when they crossed over. Not much he could do for them when he found this to be the case.

If he did something to influence people so that their consciousness evolved in a negative way, he might be involved in helping them out in some way. Unless, more qualified spirits are doing this for him.
