As for your third question about reencarnation, I think it is not "a choice" but a energetic pull back to Earth if your Higher Self/your I-There/your Soul is not sufficiently developed and still have attachments of any kind to this physical reality on Earth. Very few black and whites.  The above can be true and does happen, but there are other factors, and yes deliberate choice is one of them. 

As i've grown in love and became more aware, i became aware that i (not my Disk, but the little i) was in a very different and much more expanded system of energies than what Earth and it's related nonphysical dimensions is part of. You could say that i was an E.T. of sorts.  I chose to come back here for service reasons during this unusual, unique time period.  Last time this little i incarnated here was some 12, 500 years ago.  (my Disk however has had many other in human selves since then). 

    Finding out the above, explained certain things for me, like why i had a recurring dream when little of being alone on a spaceship traveling vast distances to come here, the feeling or mood was very purposeful and intent/intense. 

Two, why since i can remember i have truly felt like an alien here, having a hard time fitting in, was always un accepted and treated as a black sheep by my peers from kindergarten on, and still am often looked askance at and often misunderstood.   

  There are quite a few of us here now though, during these times.  I would say, perhaps in the low millions, or at least hundreds of thousands of consciousnesses who came here from rather different, and more expanded systems and who deliberately chose to come here for service reasons. 

    So, no black and whites with regards to reincarnating, etc.

I find it interesting when people say that such a message from a medium or ADC wouldn't impress a skeptic - the obvious answer to this is that they are not for the skeptic but for the grieving individual concerned ! Why try and convince anyone else ?  As for why communication may be hit or miss I  agree with Doc that there could be many reasons. A relayed message needs a sender and receiver both to be in sync and things that block could include a wall of grief or an impenetrable belief system. No wonder Myers went to such lengths with his cross-correspondences !

I also don't think that an ongoing physical person/discarnate dialogue would be a healthy thing for either party in most cases and hinder development (imagine a plethora of relatives commenting on your choice of clothes etc.!) which is why most contact seems to come close to the bereavement when pain of loss is at its sharpest. Most visitations or communications seem banal to the disinterested onlooker, no great revelations, just enough to say I'm still about and I love you.

My understanding is that once we complete the transformation back into our spiritual level of awareness, we know that physical life is not real, that it is virtual, and so we give it no further thought.  It simply becomes a part of the past.  We exist only in the present.  The past is history.  We also realize there is no need to worry about our loved ones in the body because they are also still in the Light. Only part of their energy/awareness is invested in physical life. We can communicate with them in the afterlife any time we want.

Just to build on what Kathy wrote.  One should consider that many spend 1/3 of their conscious lives sleeping.  Now science considers this "down time" or dormancy, and psychiatrists see it as a time to work out emotional issues.  Yet dreams are quite active and vigorous, and most of the time, most of us do not vividly recall our dreams. 

Where is our conscious perception during sleep?  Are we speaking with those in the afterlife during that time, and if so, is it direct communication or done through parables/scenarios and archetypes?  Why is it restful or restorative?  The body rests, but the mind does not in REM sleep.

When 1/3 of our earthly consciousness remains unaccounted for, it should give us pause when we speak of contact with those in the spiritual planes.  Though I believe our dreams are interpreted in virtual and archetypal forms, often relating to our emotional baggage, we certainly should be able to interact with others, including our loved ones, in that spiritual plane.
