I think there are as many universes as there are Reality Frames and we visit different ones each time we OBE, Dream, or even Day Dream. A Reality Frame does not have to be physical. I'd say passing over is much like slipping into a dream or even as simple as the mind wondering into a day dream to yet another Reality Frame only without the physical body one is more free to explore the greater Reality.
