I can't say for certain, since it was your dream, but below are some possibilities in brackets.

I found myself in a bookstore browsing books. I don't really remember what titles they were but they were books that I've never seen here on Earth though.
[Books can = knowledge, so perhaps a symbol for inner knowledge you have access to.]
On the other side of the bookstore, there was a class of individuals there. But the strangest things were happening in this class.
The class was filled with people that seemed to be trying to conquer their fears. There was this young lady that was trying her best to sit in the class and learn but the minute she did, this Indian man on this large horse came and began to chase her around and around.
[The people in the room represent aspects of yourself. Specifically, parts of you that are fear based.]
There were some smart asses in the classroom, truly getting annoyed with her because the man on the horse was chasing her around so frequently that it was disruptive to the class.
[The smart asses might represent shadow aspects of yourself, don't let them decide for you.]
A gentleman wearing glasses just yelled out to her that she should at least "try" to apply some of the techniques she had just learned...at least so that those "interruptions" wouldn't be so frequent and that the others could progress in the course. There were a few other interruptions by others and their "fears" but they were not as frequent as the young lady with the Indian man on the horse.
[Due to what you said thus far and just below, it is possible that the the lady who is running around represents the central you, the one who makes decisions; and the Indian man and the horse represent the spiritual part of yourself.
The people in the chairs are aspects of yourself that don't want to let go of what you need to let go of in order to make contact with your higher self (the man and the horse), thus they are annoyed with you.
To sum up, you aren't allowing yourself to connect with your higher self or perhaps a guide (the man on the horse) because your fear based aspects are preventing you from doing so.]
(The horse was beautiful by the way...he was white and his hair was made up of iridescent light.)
I woke up because the phone stirred me out of my dream. I'm sure I was going to sit there a lot longer and try to learn the techniques. The funny thing is, I couldn't see the teacher. His face was very bright.
This dream sort of reminded me of The Banshee in one of Bruce's books...only this was a class.
