To those of you who believe in the law of karma, I have a question. It has to do with collective punishment. Just for an example, I'll use the Israel versus Palestinians conflict.

   Everyone knows that the Palestines were displaced during the 1967 war with Israel taking over some of their land. Since then, the Palestinians are existing in conditions that many consider an open air prison. For those Palestinians who are suffering due to no fault of their own, who's karma is being worked off? Could the person be working off karma from a previous life, or is it bad karma being created by Israel? If Israel is creating bad karma, then who is held responsible?

   I'm not obsessed with knowing how karma works, but it would be nice to know. Maybe if there is no such thing as karma, then life would be all surprises.
