I didn't experience it myself, but I know it can happen.  She may have some "earth issues" that keep her here.  Ex.: fears, attachments, beliefs...

You can help her, it's easy.  Relax your mind and put your focus on her.  Talk to her, in your mind or verbally.  Be lovely.  Tell her that she must let go of her attachement and complete her transition.  Tell her that there are people around to help her.  She must open herself to receive help and perceive them.
