Like attracts like.  However, we all have free will.  If a person is bent on harm and "evil" deeds, usually no matter what they say at the moment, they are not happy.  If they attracted negative spiritual influences, then in general it would affect their world and behaviour.  If your world happened to be in the same house or apartment, there could be some cross over - all of our energies interact. 

The thing about free will is that we are never really at the mercy of negative minded people or spirits unless we willingly surrender to them.  It is our own protection.  Only our fears feed the negative influences.

Often, one's personal guidance will tell you to get some distance from a person who is bent on doing harm to others.  This, I believe may be what is needed here.
