Yes Matthew you're right, it is a valid question here. I just wanted to make a little note about some complications which could occur when spreading in public informations about most wanted terrorists. You know the agencies are reading this too.
Research about remote viewing and afterlife are close to each other. Because obviously in these fields a nonphysical reality is shining through. That's why a convincing remote viewing probably will open up a person also for the possibility of the afterlife.
MacMoneagle himself states that remote viewers don't have a good matching record. They just don't know what is a hit before the target is examined in C1. When you know about this, it's usable, but it's important to use it in a smart way. So, always use it on targets which are in some way at some time reachable for verification/falsification, otherwise you just don't know what is true of the perceptions the remote viewer gets.
We have many reports here which show that a nonphysical connection between people is possible. The very most of these are telling that these contacts were not planned and with close persons. So, indeed, it seems to difficult to target foreign people at will. I remember some time ago McMoneagle guessed Saddam was dead. Well it turned out he wasn't (if we believe the media...).
