when Congress took the important step of mandating the scientific approach to the development and testing of drugs to protect the public, it did what it had often done before: it voted to give the agency new duties and responsibilities while failing to provide the money to allow the agency to carry them out (Strand, 2003). This funding shortfall caused years of dissension and trouble, and would not be resolved until PDUFA was enacted in 1992 allowing additional budgetary monies to be garnered directly from the pharmaceutical manufacturers in the form of user fees..."
