At first thought it seems cruel, doesn't it?
However, ---and the information you seek is fully described in books by this website's host and by his teacher Robert Monroe (and other ancient sources)
--the spirit Helpers are not permitted or unable to break through some energy barriers that can be set up by the deceased human's mind. So if a child is greatly confused by it's death, it could be setting up its own energy shield from the Helpers.
However, since living human helpers are more in tune with the earth child, they can get thru to him/her, at least to the point of distracting it from its anxieties long enough for the spirit helpers to move in and escort it onwards. 
Humans are supposed to always remember that we are souls and to have this inner knowing even as infants. I guess that's why the wee babes are subect to this, as well as adults.
