The paper has much of what I have read elsewhere. Then as now I find myself in various mindsets on the issue.
It's a little difficult to think that such a large number of people as suggested here are all going to be hush-hush about something so powerfully relevant to the whole of society. There have been 'whistleblowers' but somehow they've been swept under the rug or if the implications are correct, swept six feet under. It would also mean that considering how much time has passed it is not only a few MJ'ers here or whatever other group there, what it looks like is that an entire culture of people have developed this along generations. The 40-year old military person who may now be in some capacity involved with all of this is not someone who was around in 1947 or earlier. One can only imagine a father-son discussion where Dad tells Junior how really different they are from the rest of the world's populace.
Another very puzzling piece to all of this is why would an advanced ET race subject themselves to signing a treaty with earthly, clandestine organizations or any negotiations for that matter? One would figure that such a race(s) would already know much about the Earth, its inhabitants and their psychological standing. If they were evil and advanced, such as has been implied for the Orion group in this paper and elsewhere, then what's stopping them from an all-out takeover? I can't say for certain but something seems off in that equation.
Another possibility is one that may in fact have nothing to do with aliens at all. It makes think of large-scale disinformation, a situation where perhaps the finger should be looked at regardless of any moon it's pointing to.
But whichever way you cut it, it does make for a strange scenario and unfortunately a revelation as to government, truth and the influence of a few whether they wear Florsheims or anti-gravity boots.
