I'm the new guy on the block. I have completed most of the Monroe material available for home study. I have access up to level 21. Is it possible to make journies at these levels, or do I really need to take the Gatway experience at the Monore Inst?

Welcome!
Bruce's information works completely independently of Monroe's. Some people take in both and that's their choice. Practice and clear intent seem to be very important.
