One question:  Are all people reincarnated souls or are there people who have newly incarnated souls.  Thx for feedback!!

There are always souls who are incarnating into physical human bodies for the first time. In the past, ongoing in the present, and continuing into the future.

There is an ongoing and continuous influx and outflux of souls (at the evolutionary level of 'man', even if they are of extraterrestrial origin) into and out of the Earth Life System, from and to other planetary civilizations, as well as from Kingdom to Kingdom (eg. a soul graduating from the animal kingdom up into the human kingdom.)

Another question to add,  Since some souls may be newly incarnated, Is reincarnation imposed more heavily on them or is the idea of Free will still the most governing? Thx

Both. Personal free will goes hand-in-hand with the system of guidance that exists throughout all of Creation.

The analogy of a school is used here. The child certainly has free will, and it is verily his own free will, that determines his own success in the school, in his profession, in his society, and in his entire life.

However, in every one of these contexts, for instance, in the school as a student, there are guidelines, curriculum and procedures that the teachers and experts, have planned as part of the operation of the school. This is ultimately for the students' own benefit, though as children, they do not always appreciate the importance of the school rules.

The younger (in terms of consciential evolution, not in terms of chronological age per se) the soul, the more the guides, helpers and evolutionary orientors have to work out, map out and plan the details of his upcoming lifetimes, his existential programs.

The more conscientially mature and evolved a soul is, the more he participates and is involved in the planning work of his future lifetimes, the more he is able to be the captain of his own destiny as a soul.

This is exactly analogous to parents planning the life of a young child; when the child grows older and is more able to think maturely for himself, he gets more say in deciding his life.

The following excerpts from an International Academy of Consciousness (IAC) publication, describes this more clearly (in particular, see page 75 - "It is common to see many people uncomfortable with the possiblity of not being able to decide 100% of their existential program, as they consider this an insult to their free will...") :
